More countries than ever before are working to build democratic governance. Their challenge is to develop institutions and processes that are more responsive to the needs of ordinary citizens, including the poor. UNDP brings people together within nations and around the world, building partnerships and sharing ways to promote participation, accountability and effectiveness at all levels. We help countries strengthen their electoral and legislative systems, improve access to justice and public administration, and develop a greater capacity to deliver basic services to those most in need.
Democratic governance is central to the achievement of the Millennium Development Goals (MDG), as it provides the ‘enabling environment' for the realization of the MDGs and, in particular, the elimination of poverty. The critical importance of democratic governance in the developing world was highlighted at the Millennium Summit of 2000, where the world's leaders resolved to "spare no effort to promote democracy and strengthen the rule of law, as well as respect for all internationally recognized human rights and fundamental freedoms, including the right to development." A consensus was reached which recognized that improving the quality of democratic institutions and processes, and managing the changing roles of the state and civil society in an increasingly globalised world must underpin national efforts to reduce poverty, sustain the environment, and promote human development.
In Libya, UNDP is working with the national government to enhance the capacities of state institutions and staff, particularly in regards to the access to justice. It is also working towards providing General People’s Committees with policy advice and technical support in different fields, utilising its network of over 166 offices, and its global partnerships with democratic governance institutions.

Automation of General Peoples' Committee for Foreign Affairs
The aim of the Preparatory Assistance Document is to support the automation processes and operations of the General People’s Committee for Foreign Liaison and International Cooperation. The project will aim to enhance ICT capacity through provision of training, administrative, and technical consulting services utilizing international expertise
This project contributes to ongoing efforts to modernize the judicial system through institutional capacity building of the High judicial institute. The project will work in close partnership with the GPC for Justice to further strengthen research and training capacities so as to enable the institute to deliver its judicial training programmes more effectively. The objective will be achieved by utilizing best international experiences and practices.
The main objective of the project is to improve access to justice for citizens through he improvement of procedures within the court system and fain and efficient administration of justice in Libya. The objective will be achieved through the establishment of two pilot courts with a view to creating a model to be replicated in other parts of the country.
