This
January the United Nations Development Programme (UNDP) in Libya hosted
a sub-regional workshop aimed at enhancing UNDP staff capacities for
results based management. The event, which took place in Tripoli, was
attended by programme workers from across 15 Arab states and marked the
first time that UNDP Libya has hosted such a significant UNDP regional
conference. For this reason the workshop was of great importance for
UNDP Libya, both as a useful capacity building opportunity and as a
symbol for UNDP Libya’s desire to assert itself as a central development
player, on a national and a regional level.
The
workshop was designed to enhance the capabilities of National Officers
and Senior General Service Staff in project design, implementation,
monitoring and evaluation and to provide a forum for UNDP staff from
across the region to share experiences and best practices. The increase
in the number of development actors operating in the region has placed
greater demands on UNDP to prove its efficacy and value for money. UNDP
is determined to remain at the forefront of the development process and
ensure that its development partners are able to benefit from its
enhanced capacities, global expertise and expansive networks of
partnerships.
The
discussions and learning events, organised over a period of 5 days,
helped UNDP staff from across the region develop their understanding of
their regional priorities and challenges across core UNDP themes such as
energy and environment, poverty reduction, crisis prevention and
recovery, democratic governance and gender equality. It also served to
enhance participant’s knowledge of the challenges and complexities of UN
reform as well as improving their ability to carry out UNDP’s central
tasks, such as partnership building and capacity development.
Regional events such as these make up an important dimension of UNDP
Libya’s work, it does not operate in isolation, but rather part of a
broader UN development network. The success of its programmatic work
depends on the information it gleams from sharing best practices and
experiences from around the globe and from its commitment to the
continued capacity building of its staff.
